Abstract

Protection and guarantee of human rights is not only necessary for normal citizens but also for persons with disabilities, namely people who have physical, mental, intellectual, or sensory disabilities. In fact, there are still many persons with disabilities who face discrimination in relation to fulfilling the right to education, employment, public facilities, and equal position before the law. Every human being has the right to education, including persons with disabilities. At the beginning of education for persons with disabilities, special schools appeared according to their disability classification, called separate schools or segregated schools. As time goes by and seeing the development of people with disabilities increasingly rapid, the education of people with disabilities is increasingly advanced. Persons with disabilities have the same rights to attend regular schools, which is called inclusive education. Inclusive education is an educational service for students with special needs who are classified as extraordinary due to their extraordinary physical, mental, and intelligence conditions.
