POTENSI PEMBERDAYAAN EKONOMI DESA DALAM PERSPEKTIF OTONOMI DAERAH
Abstract
With the implementation of regional autonomy and fiscal decentralization policies have increased the role and responsibility of local governments in managing development and improving the welfare of its people. As a consequence of the increasingly large assignments and responsibilities of regional heads, regional heads have been given sources of funding which continue to increase significantly from year to year, either through transfer schemes or the handover of regional taxation authority and regional levies. Regional autonomy under Law Number 22 Year 1999 contains fundamental changes, including broad, real and responsible autonomy, lack of central government interference with regional governments, flexibility in the implementation of regional autonomy and a financial balance between the center and the regions. which is more fair and objective.
